Easy method: Open the compressed filewith winrar, under the options tab click on name encoding and then 932 (ANSI/OEM - Japanese Shift-JIS). Extract and it should work.
If above fix doesn't work:
In windows 7 its under system control, then region and language, then management (or perhaps administrative), then change locale. There you have to select japanese. If thats not available you would have to download that first.
This step is the most reliable to get japanese games working, and dont worry it wont screw up with your windows language. Its a setting to help programs that dont use the windows language work properly and display the actual japanese symbols.
And to download the language pack, I think you can just hit the windows button, search for "windows update" and there look for something called "optional" updates, select japanese language paket and let it download and install. After that you should be able to set it to japanese locale settings.
